The Second Handholding Training for ‘Preparation of City Sanitation Plans’ was organised in the state of Uttarakhand: GIZ-Government of Uttarakhand joint training programme(s)

The second stage training for the city officials of Uttarakhand on preparing City Sanitation Plan (CSP) was held at Doon University campus from April 20-22, 2017. The training was organised by Urban Development Department, Government of Uttarakhand and GIZ, New Delhi.  

The training was inaugurated by Mr. Navneet Pandey, Additional Director, UDD, Mr. Dirk Walther, Project Director, GIZ-SNUSP II, Dr. B.M. Harbola, Registrar, Doon University, and Ms. Martina Burkhard Project Director GIZ-“Support to Ganga Rejuvenation”. Mr. Dirk Walther welcomed the participants and congratulated them on the efforts made since the last training programme. He emphasized the importance of the collaboration between Germany and the state of Uttarakhand in the field of sanitation and introduced his colleague, Ms. Martina Burkhard, who heads the project on Ganga Rejuvenation, which is also operational in Uttarakhand. Ms. Burkhard in her welcome remarks reiterated the critical role of ULBs in cleaning of river Ganga and thus, would look forward to a close collaboration with ULBs in the Ganga project activities. Dr. Harbola welcomed the participants at Doon University and underlined the commitment of the University in facilitating the CSP process in the state. He also expressed his appreciation for the efforts by the ULBs for promoting sanitation in their cities. Mr. Navneet Pandey, Additional Director UDD, gave the keynote address to the ULBs highlighting the state commitments to foster a more integrated approach towards sanitation planning at the ULB level. Keynote Address by Mr. Navneet Pande, AD, UDD for the 2ND CSP training in Uttarakhand 3  sanitation solutions and need for good baseline data. He requested the ULBs to improve their existing reports in line with the discussions and feedback in the 2nd CSP training.

The 2nd CSP training had excellent participation from across the selected 24 ULBs in the 14 clusters. A total of 55 representatives including executive offices, sanitary inspectors, tax inspectors etc. from the ULBs and also members from the State Technical Cells & Urban Development Directorate and students from the Doon university actively took part in the three-day training programme. 22 out of 24 ULBs had submitted their status report before the commencement of second CSP training. Almost all the discussions in the respective groups highlighted data collection as a major challenge and interaction with other departments during CSTF as a positive outcome from the status report preparation stage.

All the participants were distributed with the Hindi version of the Draft CSP template which was explained in detail by the GIZ trainers. The ULBs were requested to use the template for preparing the next deliverable of the draft CSP report. In addition, a copy of the Hindi version of the CSP Practitioners Manual was distributed to the ULBs for their reference.

The training commenced with the distribution of certificates to participants by Mr. Rajiv Pandey, Project Officer, SUDA-UDD, who appreciated the efforts put in by the ULBs in taking forward the CSP process. Dr. Sudhanshu Joshi, on behalf of the Doon University gave the vote of thanks to the UDD, ULBs and GIZ.
